Gereja sinodal mau mewujudkan ide Gereja sebagai persekutuan dalam Konsili Vatikan II. Dengan Gereja sinodal, Paus Fransiskus menekankan primat Umat Allah sebagai pelaku utama kehidupan menggereja dan sebagai tujuan pelayanan dalam Gereja. Gereja sinodal mau mewujudkan persekutuan Tritunggal dan misi Allah melalui Gereja untuk menyatukan semua orang. Demi partisipasi optimal dari Umat Allah, paus mendorong pengembangan sensus fidelium dan perluasan ruang yang dipakai untuk konsultasi (wadah-wadah kolegial) serta cara kerja baru dalam pelayanan dan kepemimpinan Gereja
